I got a Docsis modem for my connecton to the internet.. uses coaxial cable for transmission.
they have given all it users static ip address inside their own network.
I want to know if there is a way i can make a connection thru network Neighbourhood to transfer files.. or maybe use it as a lan and host games here....

Is it in any of the following ranges?
[code:1]10.0.0.0 - 10.255.255.255
172.16.0.0 - 172.31.255.255
192.168.0.0 - 192.168.255.255[/code:1]
If it is you can forget about hosting anything. In addition, even if it is a public IP, the firewalling policies of your ISP may still restrict you.
If you want to have remote access to your PC you may have to use something like LogMeIn or GoToMyPC .

I wouldn't recommend posting your IP publicly. Edit your post to remove it.
Anyway, it's a public IP. So the only things preventing anyone accessing your PC remotely would be 1) Your ISP's firewall 2) Your own firewall.
Doing a traceroute to your IP stops at an address which I presume belongs to your ISP (MantraOnline). You will need to get in touch with them to find out about their firewalling policies.
P.S. I note in your original post that you mentioned using Network Neighbourhood to transfer files. I would not expose Microsoft LAN protocols to the internet without encapsulating them in a VPN of some sort.
